'Die öffentliche Schule ist mit dem Ende des 18. Jahrhunderts und im Laufe des 19. Jahrhunderts in Deutschland ein Instrument der Staatsverwaltung für bestimmte staatliche Zwecke geworden. Das mittelalterliche Deutschland kannte kein öffentliches Bildungswesen des Staates. Die Fürsorge um die geistige Entwicklung überließ der Staat anderen Gemeinschaften. Nun aber führte er den Schulzwang ein, wenigstens für die Volksschule, und gab damit für deren staatliche Zweckbestimmung einen gesetzmäßigen Ausdruck.Solange wir nun für diese Zweckbestimmung der Schulen lediglich den Zweck und die Aufgaben des jeweils gegebenen Staates ins Auge fassen, so lange wird sie der wissenschaftlichen Pädagogik keine befriedigende Lösung bieten.
