Twice Challenged explora as práticas utilizadas para encaminhar alunos de inglês (ELs) para serviços de ensino especial e os factores que contribuem para a representação desproporcionada de ELs no ensino especial. As experiências dos administradores e do pessoal docente de um distrito foram examinadas para identificar os processos existentes de apoio à língua inglesa, encaminhamento para o ensino especial e avaliações. Uma análise conduzida através da lente teórica da pedagogia crítica revelou os quadros organizacionais necessários para melhorar os resultados dos alunos de inglês, resolver problemas académicos e considerar adequadamente os factores linguísticos e culturais quando se consideram os encaminhamentos para o ensino especial. Este estudo oferece um método sistemático para abordar os alunos do EL que apresentam problemas académicos persistentes, tendo em conta as diferenças linguísticas e culturais sem assumir a presença de uma deficiência.
