L’application de réglementations internationales telles que la Convention de Bâle et l’ALENA pour tenter de réguler les mouvements transfrontaliers de déchets dangereux s’est avérée insuffisante dans les relations entre le Mexique et les États-Unis, puisque ces derniers ne se sont pas réellement engagés à lutter contre ces pratiques.
